If they're not registered (or not logged on) how can they have a User CP in the first place let alone see it? Is there something I'm missing here?

Because it's more trouble to keep the guests out than let them in, as far as coding goes. You can't change anything, and even if you could, it wouldn't make a difference, since you can't post.

Admiral, it tracks where they are.  It doesn't guarantee that they have access to an area.  For example, I could be logged out and still be listed as a guest if I click on the profile link and yet not have access to it since I wouldn't be logged in.  I'd be stuck at the username and password prompt.
