I've heard about a programm which allows you to create new explosion effects. Can someone tell me where I can download it?

I just wanted to use that phrase. I've been wanting to use it for weeks, and this seemed like a good opportunity.

Anyway, where might I find this Illusion of which you speak? Is it free?
