well, IIRC anything above HAVO (second highest secondary school) includes two foreign langauges, so a lot of people know both Dutch, English and German/French/Spanish/something.

i'm in my 2nd year for German now, kinda hard, but i can read it. don't ask me to write it, though, especially the, err, err "falle" are hard.

Yes, although being from the South I speak a smattering, and a smattering, of spanish.  I've also picked up a few words from one or two other languages.  Though despite my affectation for certain Japanese muscians, I can't speak a word of it.:(
