The briefing is from the mission where you explore Shivan space in the Mara, OR the mission right after the Vasudan Destroyer is destroyed by the Sathanas.

"Command has ordered all ships to rally in Gamma Dracons in three hours' time."

I'm pretty sure the music in the briefing is FS2_Cinema2.wav
