And the .blend is actually more a scene file than a model file. You save it to .dxf if you want to use it as a model, even if you can't save textures.
It is unlikely that Blender will support exportation to COB or 3DS formats natively at any time. BUT...someone could write a python script to do that. Also it cannot at present time import those formats natively...again a python script could handle this.
Currently Blender natively imports(in order of quality) *.blend, *.iv, *.wrl(VRML1) and *.dxf. It also does some sorta *.obj format that has each suboject in a sepperate file. I'm not sure which *.obj format this is but it is not the most common ones. The 3dto3d utility will output this type and it seems to be even better quality than *.iv files.
The formats supported via python script in the version 2.12 Windows instalation are: Inventor(*.iv) export, RIB(Renderman Interface) export, LWO(Lightwave Object version <= 5.5 I think) import, aswell there is a lwo2iv converter.
There are many more available for the various Unix versions of Blender. I do not know if these additional scripts will run with the windows version but I do not see why they would not.
There are many more import/export scripts being developed all the time. A good place to look would be

I will try to post more exact info on that *.obj format that Blender likes as it is the best one I have used so far, especially for importing large models to be edited down to managable levels.
